A new scheme namely Pm Kisan Samman Nidi( “Pradhan Mantri Kisan Samman Nidhi )” has been launched by Government of India under which financial benefit of Rs.6,000/- per year will be provided to all small and marginal farmer families having a total cultivable holding of up to 2 hectares.
Pm Kisan Samman Nidhi will be provided in 3 equal instalments of Rs.2,000/- each in a period of four months in a financial year. Pm Kisan Samman Nidhi benefit shall be admissible for the transfer with effect from 01.12.2018. The Government of India has communicated the detailed Operational Guidelines of implementation of the Pm Kisan Samman Nidhi including the transfer of benefit to the eligible beneficiaries and specific eligibility criteria and exclusion criteria.
A small and marginal landholder farmer family for the purpose of the
calculation of the benefit is defined as a family comprising of husband, wife and minor children (up to 18 years of age) who collectively own cultivable land up to 2 hectares as per land records of the concerned State/Union Territories.
The existing land ownership system in the States will be used for Identification of Pm Kisan Samman Nidhi’s beneficiaries. Those whose names appear in land records as on 01/02/2019 shall be eligible for the benefit. If a Landholder Farmer Family (LFF) has land parcels spread across different villages/revenue records, then the land will be pooled for determining the benefit.
The State Governments have been assigned the responsibilities to prepare
a database of Pm Kisan Samman Nidhi’s beneficiary small and marginal landholder farmer families in the villages after capturing their “12-digit Ration Card number -Name-GenderSC/ST-Aadhaar-Bank Account Mobile number of the beneficiaries. In case the 12-digit Ration Card number is not known the farmers shall collect the same from their respective Ration Shops.
For transfer of the Pm Kisan Samman Nidhi first instalment of benefit for the period from 01/12/2018 to 31/03/2019, Aadhaar number shall be collected for identity verification purposes. However, for transfer of subsequent instalment, Aadhaar number shall have to be mandatorily linked to a bank account to enable ABPS. The State Government will ensure speedy reconciliation of incorrect/wrong bank details of the beneficiaries.
The benefit will be transferred by the Government of India to the bank account of beneficiaries through State Notional Account. For transfer of a direct benefit, district-wise list of Pm Kisan Samman Nidhi beneficiaries shall be e-certified and uploaded by the Nodal Department on the PM-KISAN Portal of Government of India and the funds will be electronically transferred to the beneficiaries’ bank accounts by Government of India through the State Notional Account on a pattern similar to MGNREGS.
The State Governments shall also notify District Level Grievance Redressal
Committees for redressing all grievances related to the implementation of the Pm Kisan Samman Nidhi and ensure adequate publicity of the scheme as the intended beneficiaries are located in rural/remote areas. The Pm Kisan Samman Nidhi beneficiary lists should be displayed/verified at Gram Panchayats to ensure greater transparency and accuracy.
The State Govt. has decided that the Agriculture Department will act as Nodal Department and Director of Agriculture will act as Nodal Officer for implementation of Pm Kisan Samman Nidhi.
